The Italian Ministry of Education, Universities and Research (MIUR) is the key RTD policy actor and funding agency in Italy at state level. MIUR is in charge of preparing the National Research Programme (PNR – “Programma Nazionale per la Ricerca”) proposal, submitting it to the Government and directly managing it, also by launching national calls for proposals. The new PNR 2015-2020 was recently published, while in March 2013 MIUR adopted a strategic document called “Horizon 2020 Italy”, aimed at defining a reference framework coherent with the European one. Moreover, MIUR concludes bi- and multilateral agreements for international cooperation in R&I, and is in charge of co-ordinating Italy’s participation in the EU Framework Programme for R&I.
